Project Manager - Public Sector Construction

Job Description

We are working on behalf of a respected public sector organisation to recruit an experienced and highly motivated Project Manager to support the delivery of a regional planned and cyclical maintenance programme across Northern Ireland.

The Opportunity

This is a pivotal role that will see you managing significant projects within a large-scale property asset management and maintenance function. You will assist in the strategic planning and execution of the organisation's maintenance programmes, ensuring that quality, timelines, and budgets are consistently achieved while meeting key regulatory and governance standards.

Key Responsibilities

  • Lead and deliver large-scale maintenance projects across a diverse housing portfolio.

  • Manage contractor and consultant performance to ensure cost-effective, high-quality outcomes.

  • Produce and report on project performance, including budget, timelines, quality, and compliance.

  • Support stakeholder consultation and engagement across internal teams, tenants, local authorities, and other external partners.

  • Identify and mitigate project risks, resolve complaints, and contribute to continuous service improvement.

Essential Criteria

Candidates must demonstrate one of the following:

  • A Level 6 qualification (e.g., degree) in a construction-related discipline + 1 year's relevant experience;

  • OR a Level 5 qualification (e.g., HND/BTEC Higher) + 2 years' relevant experience;

  • OR equivalent CPD/learning + 3 years' relevant experience.

Applicants must also show significant experience in 3 of the following 5 areas:

  • Budget control for NEC (or similar) contracts

  • Stakeholder management and project delivery

  • Performance reporting and KPI achievement

  • Data collection and analysis within construction/maintenance contexts

  • Provision of technical advice to diverse stakeholders

Additional requirements:

  • Demonstrated understanding of NEC 3/4 contracts and project governance (assessed at interview)

  • Excellent organisational, interpersonal, and customer service skills

  • A valid driving licence or access to transport
