Education & Enforcement Manager (Public Sector)

VANRATH are excited to be working closely to support with the role of a Education & Enforcement Manager for a well established client within the local authority. This is initially a 6 month assignment, which has scope for a permanent position for the right candidate!

Responsibilities
The post holder will responsible to lead and manage the Client's education, enforcement, dog control and animal welfare functions. This includes delivering high-quality services that meet statutory obligations and align with the Council's Waste Management Strategy, recycling targets, and environmental improvement objectives. The role involves proactive leadership, staff supervision, cross-departmental collaboration, and ongoing service development.

Education and Environmental Awareness

  • Design, promote, and deliver educational and awareness programmes targeting householders, schools, businesses, and community groups to improve recycling and reduce environmental harm.
  • Collaborate with internal and external partners to meet Northern Ireland Waste Management Strategy objectives.
  • Evaluate public engagement campaigns (e.g. Anti-Dog Fouling, Recycling Week), benchmarking for improvement.
  • Monitor legislation and policy changes, advising on implications for environmental initiatives.

Enforcement, Dog Control and Animal Welfare

  • Manage statutory functions for litter enforcement, dog control and licensing, and animal welfare.
  • Lead and support teams of Enforcement Officers and Dog Wardens, ensuring effective patrols and enforcement activities.
  • Oversee case files and evidence gathering for legal proceedings, working with Legal Services as required.
  • Manage complaints, FOIs, and press enquiries in line with procedures.
  • Ensure compliance with relevant dog control orders and manage on-call/emergency response systems.

Team Management and Leadership

  • Provide direction, supervision and performance management for team members.
  • Ensure employee development, training, and induction align with role and statutory requirements.
  • Maintain HR and operational records, oversee rotas and leave planning.
  • Promote a collaborative, respectful, and inclusive working environment.



Ideal Candidate

  • Proven experience managing environmental education, enforcement, or similar regulatory services.
  • Demonstrated leadership and people management experience.
  • Strong knowledge of waste, recycling, and environmental legislation.
  • Excellent communication, project management, and partnership working skills.
  • Ability to interpret policy and legislation to inform strategy and operations.



Remuneration
Circa £43,693 plus pension, holiday pay and discount benefits.
