Research Officer - European Affairs

Location: Belfast (Hybrid working)
Salary: £52,009
Contract: Initial 3 months (possibility of extension)

About the Role

This role sits within the Research and Information Service (RaISe), supporting Members of the Assembly and Committees by delivering impartial, objective, and evidence-based research. The Research Officer will focus on European Affairs, with a particular emphasis on the Windsor Framework.

Research Officers are expected to produce high-quality written, oral and visual research outputs which are frequently published, and to present findings in both public and private Committee sessions.

Key Responsibilities

  • Produce research outputs including research papers, legislative analysis briefings, and blog articles.
  • Deliver timely, high quality and impartial research and analysis on Windsor Framework related issues.
  • Monitor and provide commentary and analysis on policy and legislative developments relevant to the Windsor Framework.
  • Develop and maintain up to date Excel spreadsheets tracking the development of Windsor Framework related law.
  • Present research briefings to Committees in public session.
  • Scope research requirements with MLAs, Assembly Committees, and senior secretariat staff.
  • Facilitate public events, including the Knowledge Exchange Seminar Series (KESS).
  • Develop links across government and external research communities, including parliamentary library and research services.
  • Work collaboratively as an effective team member, while demonstrating initiative.
  • Contribute to service development within RaISe, improving service delivery.
  • Comply with Equal Opportunities and Dignity at Work policies.
  • Carry out other duties as required within the remit of RaISe.

Essential Criteria
Applicants must, by the closing date:

  1. Hold at least a second-class honours degree (or equivalent postgraduate qualification) in which EU decision-making was a key component.

AND

  1. Have at least twoyears' work experience of:
    • Conducting objective, evidence-based research requiring an understanding of EU decision-making.
    • Producing and delivering evidence-based findings to help inform discussion and decision-making relating to policy development.

AND

  1. Demonstrate applied knowledge of:
    • The Windsor Framework.
    • EU information sources, including official EU databases.

(EU decision-making covers the ways in which EU institutions adopt laws and other policy instruments.)
