About the Role

The Northern Ireland Assembly is seeking a Research Officer to join the Research and Information Service (RaISe), within the Communities, Infrastructure and Environment research team.

The postholder will work within the Culture, Heritage and Sport policy area, providing impartial, objective and evidence-based research and briefings to support Members of the Legislative Assembly (MLAs), Committees and the wider Assembly.

RaISe provides a high-quality research, information and analytical service to support scrutiny, policy development and legislative processes across the Assembly.

Main Duties and Responsibilities

  • Producing high-quality analytical reports, briefings and information (written and oral), including cross-jurisdictional comparisons, to support Assembly business
  • Delivering oral briefings to Members, Committees and colleagues, and responding to requests for information in both public and private settings
  • Engaging with MLAs, Committees, officials and stakeholders to scope and fulfil research and information needs
  • Retrieving, analysing and synthesising research, data and information from a wide range of sources relevant to the allocated subject area
  • Communicating complex information clearly through written, visual and oral outputs that are timely, accessible and non-partisan
  • Maintaining up-to-date knowledge of public policy, legislation, public finance and research relevant to the subject area
  • Developing and maintaining professional links with research bodies, government departments, parliamentary research services and other stakeholders
  • Contributing to knowledge-sharing, peer review, continuous development and service improvement within RaISe
  • Working collaboratively to deliver agreed objectives in line with the Assembly Commission's Corporate Strategy and Values
  • Complying with Equal Opportunities and Dignity at Work policies and undertaking any other duties reasonably required

Essential Criteria

An honours degree (of minimum 2:1 classification) or a degree of an equivalent or higher standard, which has substantive relevance to the subject area of the post applied for; AND/OR which includes modules of study in socio-economic research, or in the analysis of legislation or public policy or public finance*

Applicants MUST demonstrate the relevance of their qualification(s), for example by direct reference to the completion of specific and relevant modules of study.

*the subject area of the post is as set out in above in the 'Research Posts' section.

AND

At least three years of work experience** with substantive delivery spanning both a) and b) below in the subject area of the specific post applied for*

  1. a) Development and delivery of objective, evidence-based, analyses, including cross-jurisdictional comparisons, drawing on a wide range of sources, to analyse public policy and/or legislation and/or public finance

AND

  1. b) writing and presenting objective, evidence-based reports /briefings and wider outputs to inform decision making and lay understanding relating to the development of public policy and/or legislation and/or public finance;

Applicants MUST demonstrate the relevance of their experience to the subject area* of the specific post applied for.

*This post sits within the communities, infrastructure and environment team. This post is for a culture, heritage and sport specialist, covering areas such as the arts sector, libraries, sport, heritage and cultural rights, as well as regional and minority languages.
