VANRATH are recruiting for a Quantity Surveyor to work on Social Housing Maintenance projects, based in Belfast, Northern Ireland.

Overview of Role:
To assist the Planned Maintenance Manager to deliver the Planned Maintenance Programme by ensuring effective cost controls and effective contracts management.

Main Responsibilities:

Cost control

  • Implement and manage effective cost control processes in relation to Planned Maintenance
  • To prepare and review cost estimates and budget figures
  • Ensure cashflow in relation to planned maintenance works is managed
  • Monitor day to day cost controls and provide regular reports to the Planned Maintenance Manager
  • Ensuring value for money is achieved at all times
  • To liaise with the Finance department to ensure accurate and timely budget management, contract variations and payment of certified invoices
  • To adopt a proactive, IT-based approach to budget/cost control



Contractual Management

  • To support the authorisation and submission of project variations
  • To participate and advise on the impact of variations/ design cost control/ value engineering
  • To participate and advise on programme delay issues arising from change or variation and to review claims for extensions of time
  • To review or negotiate and settle accounts
  • To participate or lead in Project Meetings



Procurement

  • Assist surveyors and procurement teams with bills of quantities and budgets
  • To participate in procurement projects to ensure transparency and value for money and resources utilising approved forms of contract including NEC3 and NEC4 forms of contract
  • To review or prepare tender packages (including all PQQ & ITT documentation) for projects
  • To carry out comprehensive PQQ & ITT assessments in accordance with the associations policies and procedures
  • To collaborate with the Procurement team in all tender exercises
  • To promote social value when tendering works and in line with regulatory requirements.



External Consultants & Contractors

  • Promote positive relationships with contractors and consultants
  • Establish and maintain interfaces with key stakeholders
  • Monitor pre-tender estimates and BoQ's from consultants
  • Provide internal professional services to colleagues in relation to any disputes or issues raised by contractors or consultants
  • To provide internal technical advice in relation to cost controls and contract management, in particular relating to NEC3 and NEC4 forms of contract



Communication

  • To develop a continuous improving customer focused service
  • To liaise with external agencies e.g. Fire Authority, R&I Unit, Joint Managing Partners, Health and Safety Executive, Building Control, Environmental Health, other housing providers, etc.
  • To cooperate with the other managers in the Asset Services Directorate, in the management of property services, maintenance, utilities, grounds maintenance and other estate services in identifying projects which are procured and delivered through planned projects
  • To liaise with tenant groups to promote knowledge of the service, planned works and facilitate greater information and choice



The Ideal Person:

  • Degree Qualified or other relevant qualifications
  • Ideally have experience working in the Social Housing sector
  • At least 3 years' post-qualification Quantity Surveying experience
  • Experience of commercial processes associated with live projects
  • Strong commercial awareness
  • Experience of NEC Contracts
  • Public Procurement Experience
  • Excellent negotiating skills
  • Experience in delivering Planned projects or similar
  • Experience in reviewing of bills of quantities and schedules of materials
  • Demonstrable experience delivering on time within budget
  • Analysis and evaluation of tenders and quotations
  • Excellent IT skills
  • A commitment to continuous improvement
