Vanrath are delighted to be supporting the recruitment of a Procurement Officer for a large public sector body in Banbridge on a temporary basis.

Purpose of the Post
The post holder will be responsible to the Procurement Manager for the provision of advice and guidance, on all areas of procurement, to help maximise value for money in major purchasing matters and operational management of coordinated contracts.

Main Duties and Responsibilities

  • Oversee the process of tenders, coordinated tenders and annual supplies tenders including research, liaison with the responsible officer in the preparation of the specification, providing advice to the client department in the written and cost evaluations, recommendation of contractors in line with procedures and European Union tendering regulations and the debriefing of unsuccessful tenderers.
  • Provide support, training and advice to officers on the preparation of the full range of tender and quotation documentation and the appropriate processes that accompany them.
  • Undertake research and provide advice to departments, under the direction of the Procurement Manager, on procurement procedures and strategies as required as well as new and alternative products, services and procedures.
  • Carry out de-briefs and participate on working groups and similar duties.
  • Support the procurement of any shared service arrangements, strategic partnering and/or collaboration that might develop as part of the business needs and develop any subsequent contract arrangements.
  • Advise on the appraisal and evaluation of bids on the basis of financial and non-financial criteria, coordinating and documenting the process to maintain robust and transparent records.
  • Provide assistance to departments as required through advice on major procurement strategies.
  • Ensure that tender and contract documentation is compliant with all current legislation and that all policies, financial procedures and Standing Orders are met.
  • Maintain an up-to-date knowledge and understanding of procurement strategies, systems, legislation and procedures, including electronic procurement and European Union procurement legislation and regulations.
  • Establish internal networks to facilitate best practice in the organisation and also to develop appropriate networking arrangements on a regional and national basis.
  • Represent at external 'meet the buyers' events and provide advice and guidance to external customers on procurement matters.
  • Develop sound professional relationships with suppliers, client representatives and other related specialists within and outside.
  • Liaise with client departments for the monitoring of contracts and contract assessment.
  • Produce and collate service performance data and general section committee reports in accordance with policies, procedures and timetables, in liaison with senior management.
  • Deputise for the Procurement Manager as required.
  • Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post.


Person Specification
Essential Criteria

  • At least 3 years' previous procurement experience to include managing tendering procedures and procuring a diverse range of supplies, services and works.
  • Knowledge and understanding of European legislation and UK procurement regulations.
  • High level of communication skills, both written and verbal.
  • Ability to work under pressure.
  • Ability to act on personal initiative and take decisions within agreed guidelines.
  • Ability to exercise tact and discretion in relation to highly confidential and sensitive matters.
  • Interpersonal/Influencing skills.
  • Team working skills.
