Principal Quantity Surveyor - Public Sector

Job Description

A leading Public Sector Body is seeking a highly skilled and experienced Principal Quantity Surveyor. This critical role involves acting as the Lead Quantity Surveyor for all building, mechanical, and electrical (M&E) projects up to £2M per project, ensuring contract compliance for design and installation across the estate. The successful candidate will manage individual Minor Capital Works projects, including Brief, Design, Planning, Procurement, and Execution of Building Alterations and Minor Building Works schemes.

Key Responsibilities:

  • Lead Quantity Surveyor Role: Serve as the Lead Quantity Surveyor for all building, mechanical, and electrical (M&E) projects up to £2M, ensuring compliance with design and installation contracts across the estate.
  • Project Management: Manage individual Minor Capital Works projects, encompassing all phases from Brief, Design, Planning, Procurement, to Execution of Building Alterations and Minor Building Works schemes.
  • Support to Estates Officers: Assist and support other Estates Officers in the delivery of Minor Capital Works Projects.
  • Consultant Management: Oversee the management of external consultants in the delivery of Minor Capital Works schemes.
  • Business Case Development: Develop comprehensive business cases for Minor Capital Works projects.
  • Compliance and Standards: Ensure compliance with estates policies, statutory standards, and health service guidance.
  • Financial Management: Manage delegated budgets effectively, ensuring financial targets are met and value for money is achieved.
  • Health and Safety: Develop and implement advanced procurement methods and Health and Safety policies.
  • Team Leadership: Provide professional leadership within the Estates Management Team, maintaining staffing levels and ensuring service needs are met.
  • Corporate Objectives: Support the delivery of the estate's corporate objectives, focusing on quality, best value, and sustainability.
  • Advanced Procurement: Utilize advanced procurement methods to enhance project delivery and compliance.

Qualifications and Experience:

  1. Educational Background:

    • HNC/HND or equivalent in:
      • Architecture
      • Building Surveying
      • Quantity Surveying
      • Building
      • Civil Engineering
      • Equivalent qualifications in the above fields

    AND

    • A minimum of 4 years post-qualification experience in Quantity Surveying.

    OR

    • Degree in:
      • Architecture
      • Building Surveying
      • Quantity Surveying
      • Building
      • Civil Engineering
      • Equivalent qualifications in the above fields

    AND

    • A minimum of 3 years post-qualification experience, including quantity surveying.
  2. Additional Requirements:

    • Hold a current full driving licence valid for use in the UK and have access to a car on appointment. This criterion will be waived for applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust, which will permit them to carry out the duties of the post.
  • Computer literate and competent in the use of MS Office or similar software including knowledge of IT systems relating to QS measurement and preparation of accounts.
  • Competent in the use of CAD (e.g. AutoCAD). i.e. the ability to produce complex, fully specified working drawings.
  • Ability to work as a member of a team and motivate themselves and others.
  • Able to communicate, negotiate and influence effectively.
