VANRATH are delighted to be recruiting a BAND 8B Operations/Project Manager for a large HSCNI organisation, who have a major piece of work around introducing a digital integrated care record to Northern Ireland. As BAND 8B Programmes and Operation Manager you will be supporting the Senior Solutions Architect in the management and delivery of technical projects, maintenance and support of operational systems. This includes areas such as procurement, development testing, implementation and transition of ICT systems and services. There is also customer and service management alongside organisation and service change.

This system will be where medical notes are made, medicines prescribed, tests ordered and referrals made and received. Patients and their carers will be able to book appointments, review test results and correspondence, and communicate with those providing their care. The system will provide real-time, up to date information to all those involved in caring for our patients, empowering them to make efficient, effective, patient-centred decisions.

The Ideal Person

  • A university degree or relevant professional qualification and have worked for at least 4 years in a senior management role in a major complex organisation which involves dealing with the procurement, development, testing, implementation and transition of complex and critical ICT services

  • OR Have 8 years' experience, of which 4 years must be in a senior management role in a major complex organisation

  • Have at least 2 years' experience of engaging with a wide range of stakeholders to deliver an effective customer and service management regime which has the buy-in of customers and operational delivery staff.

  • Have at least 2 years' experience of managing multiple teams to successfully deliver outcomes. This should include working with teams where there was direct line management responsibility and also working with teams where there was not direct line management responsibility.

Responsibilities:

  • Provide support and work collaboratively with commissioners to develop HSC ICT strategy. Ensure that relevant HSC ICT strategy objectives are delivered and implemented.

  • Implement the ICT Programme and Project strategic mandates as agreed with colleagues.

  • Responsible for coordinating the various HSCNI services required to move projects from development into standard operations. Ensure that operations capability to deliver production services is planned, developed and resourced.

  • Responsible for the management and operational maintenance & support of all operations and services delivery within the organisation in order to meet agreed IT service SLAs and KPIs.

  • To be the responsible owner/person for all the Service Delivery functions associated with IT operations and ensure that their delivery is on time and within budget.

  • To develop and ensure delivery of a set of key objectives and KPI targets for the Service Delivery functions and provide these metrics in a real time monitoring and reporting manner for the Senior Solutions Architect

  • Coordinate the support required to deliver system to system integration between different sectors of HSC specifically secondary care, community, social services and primary care and where appropriate coordinate integration to the HSC data warehouse function.

  • Provide expert technical advice and guidance to all HSC organisations on the use and management of the new system.

  • Make key contribution, and take a lead role in the development of business cases and corporate reporting as required by SMT

  • Actively manage service delivery of third-party suppliers and internal service teams to ensure efficient, effective and secure use of production services/systems.

  • Manage major incidents relating to programme area and participate in follow up actions and reporting

Remuneration:

The salary on this role is in line with the HSCNI BAND 8B (£56-65k) pay scale, with other discount perks.
