About the Role
VANRATH are delighted to be assisting Ards and North Down Borough Council in the appointment of a Head of Strategic Capital Development.
This role, within the Place & Prosperity Directorate, carries responsibility for the Council's Strategic Capital Projects. The postholder will oversee the development, planning, and delivery of major capital investments, ensuring projects are well-managed, aligned with corporate priorities, and provide value for money.
Key Responsibilities
- Provide strategic leadership across all capital development programmes.
- Develop and oversee business cases and approval processes for major projects.
- Lead on the appointment and management of consultancy teams for capital delivery.
- Act as primary contact between Council officers and external consultants/contractors.
- Oversee the planning and project management of large-scale capital schemes.
- Manage budgets, resources, and compliance across capital investment.
- Represent the Council at committees, project boards, and external forums.
- Drive continuous improvement and innovation in capital project delivery.
Candidate Criteria
Essential:
- Degree (or equivalent) in Architecture, Quantity Surveying, Engineering, or a related discipline.
- At least 3 years' senior management experience with direct responsibility for at least three of the following:
- Development of business cases and approvals for major capital projects.
- Management of consultancy teams.
- Acting as liaison between internal and external partners on project delivery.
- Project management of large-scale capital schemes.
- Proven leadership and ability to unite teams around shared goals.
- Financial, project, and change management expertise.
- Strong stakeholder management and negotiation skills.
- ICT competence and effective use of new technologies.
- Access to transport for role requirements.
Desirable:
- Additional relevant professional qualifications.
- Chartered membership of a relevant professional body.
