About the Role

VANRATH are delighted to be assisting Ards and North Down Borough Council in the appointment of a Head of Strategic Capital Development.

This role, within the Place & Prosperity Directorate, carries responsibility for the Council's Strategic Capital Projects. The postholder will oversee the development, planning, and delivery of major capital investments, ensuring projects are well-managed, aligned with corporate priorities, and provide value for money.

Key Responsibilities

  • Provide strategic leadership across all capital development programmes.

  • Develop and oversee business cases and approval processes for major projects.

  • Lead on the appointment and management of consultancy teams for capital delivery.

  • Act as primary contact between Council officers and external consultants/contractors.

  • Oversee the planning and project management of large-scale capital schemes.

  • Manage budgets, resources, and compliance across capital investment.

  • Represent the Council at committees, project boards, and external forums.

  • Drive continuous improvement and innovation in capital project delivery.

Candidate Criteria

Essential:

  • Degree (or equivalent) in Architecture, Quantity Surveying, Engineering, or a related discipline.

  • At least 3 years' senior management experience with direct responsibility for at least three of the following:

    • Development of business cases and approvals for major capital projects.

    • Management of consultancy teams.

    • Acting as liaison between internal and external partners on project delivery.

    • Project management of large-scale capital schemes.

  • Proven leadership and ability to unite teams around shared goals.

  • Financial, project, and change management expertise.

  • Strong stakeholder management and negotiation skills.

  • ICT competence and effective use of new technologies.

  • Access to transport for role requirements.

Desirable:

  • Additional relevant professional qualifications.

  • Chartered membership of a relevant professional body.
