VANRATH are recruiting for an Estate and Assets Manager to work for a market leading employer, working alongside a large public sector body.
Remuneration:
£45,000 - £50,000 + package
Overview of Role:
Responsible for leading the Asset Management function and sub-consultants in the delivery of technical and professional asset management services, including for example: building fabric, M&E, lifecycle maintenance, energy & sustainability, fire safety and structural engineering. The post holder will be responsible for the delivery of all contracted asset management outputs; in particular, the delivery of all asset management plans, asset condition surveys, technical and management reports and analysis in order to develop capital plans of work and influence maintenance strategies that align with site longevity assumptions.
The post holder will develop and present asset management objectives to a technical and non-technical audience and influence cross-functional collaboration within other services including; Maintenance & Compliance, Energy & Sustainability and Project Delivery. Ensure asset management policy and process is being delivered effectively and efficiently and that robust plans are in place to manage asset failure and risk across all asset levels from systems up to site level. The post-holder will consider building user needs to understand and manage asset resilience requirements, impact of asset failure and consider and recommend asset replacement programming to ensure optimum lifecycle maintenance planning is deployed and risks are identified and controlled. In collaboration with Commercial colleagues and the client the Estate and Assets Manager will develop asset management planning initiatives to maximise value for money and profile investment across the short, medium and long term and influence future capital and revenue requirements.
Key Responsibilities:
- Oversee the completion and integration of asset management plans across all stakeholder groups
- Schedule and oversee the delivery of condition survey and inspection programmes with Asset Managers, Surveyors and Engineers
- Develop programmes of work to address lifecycle replacement of building fabric elements, mechanical and electrical systems to ensure to ensure asset value is maximised and minimize risk
- Identify, scope and programme estate improvement works including but not limited to; estate rationalisation, optimisation, compliance, condition, lifecycle, risk, strategy and decarbonisation
- Oversee the delivery of outsourced technical services, including building surveyors, fire engineers, M&E engineers and structural engineers
- Oversee the fire strategy and develop recommendations for delivery of fire remedial works to address risk
- Engage with internal and external stakeholders to instil a systematic and asset management driven approach to estate management
- Develop systems and procedures to ensure accuracy of asset data is maintained
- Identify improvements to software and technology to improve quality of data and efficiency in generating reports and analysis
- Review and update design standards in collaboration with Client
- Monitor, evaluate and inspect asset management plans for quality, cost profiling and risk management purposes
- Assess and monitor asset condition data and ensure a register of critical assets is in place
- Establish plans and initiatives to improve uptime of critical assets
- Ensure capital and revenue works programmes are in place to address lifecycle maintenance and estate development works
- Oversee the asset survey and inspection programme for Asset Managers and sub-consultants
- Work with operational teams and SMEs to understand key asset performance issues
- Oversee and develop internal systems and procedures to optimise asset data quality and reporting
- Play a lead role in developing key Strategic and Operational reports and plans
- Implement and oversee performance against contract obligations for Asset Management services
- Complete annual benchmarking exercise for the built estate
- Line manage and provide personal development support to Asset Management Team
- Supplier management of all sub-consultants
- Commercial management of all outsourced services under the Asset Management Area
Ideal Background:
- Third-level qualification in a building surveying, M&E engineering or construction related discipline
- Minimum 5 years relevant experience operating at middle-management level gained within a professional services environment or Estate Department
- Experience managing a team of internal staff, sub-consultants or supply chain partners
- Experience delivering Estate and Asset Management services, in particular overseeing the delivery of surveys/inspections and data analysis to identify and programme necessary capital and revenue works
- Contractual awareness from a delivery perspective or alternatively experience developing contract specifications, terms etc.
- Experience procuring, managing or delivering consultancy services
- Highly numerate with financial skills, adept at complex financial modelling and investment forecasting
- Detailed and thorough knowledge of both traditional and modern building construction technology and techniques
- Experience of property refurbishment, maintenance and statutory compliance
- Experience of controlling quality
- Experience of leading challenging projects and contract deliverables as part of a multi-disciplinary team
- Advanced proficiency with desktop applications (e.g., MS Word, Excel, and PowerPoint)
- Excellent interpersonal skills and ability to communicate effectively with customers, clients and employees at all levels
- Effective presentation and communication skills with the mental agility to 'think on feet' and provide assured answers with innovative or practical solutions
- Pro-active approach and 'can do' attitude
- Team player and capable of influencing others to achieve necessary output
- A strong track record as an industry professional, showing the desire for a progressive career structure
- A broad thinker and problem solver who can take a commercial view of property and asset management

Desirable:
- Chartered membership of RICS or equivalent professional institute
- Level 7 Qualification
- Experience working in a professional capacity within a large, complex and geographically dispersed estate
- Strong Influencing skills
- Experience of working with Government contracts and clients and contract frameworks desirable
- Knowledge of ISO 55000
- Experience or desire to support mentorship initiatives such as RICS APC
