Job description
I am currently working with a large public-sector organisation to appoint an experienced Technical Standards Manager on a contract basis. This role sits within a development and regeneration environment and will focus on the technical appraisal and approval of housing development schemes in line with agreed standards, guidance, and programme requirements.
The postholder will provide senior technical input across the development lifecycle, supporting value for money, compliance, and timely delivery of new build and supported housing schemes.
The Role
The successful candidate will be responsible for providing technical oversight and assurance across housing development proposals and programmes.
Key responsibilities will include:
Managing the technical appraisal of development scheme proposals to ensure compliance with approved design standards and guidance
Evaluating schemes submitted for approval to ensure alignment with programme objectives, value for money, and technical requirements
Assessing technical content at all key development stages to ensure compliance with procurement and design standards
Providing advice and guidance on the interpretation and implementation of technical standards, policies, and procedures
Contributing to the development of design standards, sustainability, energy conservation, and lifetime homes principles
Supervising and managing professional, technical, and administrative staff to ensure delivery against programme milestones
Analysing scheme data to inform improvements to technical policy and procedures
Supporting the promotion of new technologies, systems, and staff development initiatives
Representing the organisation at internal and external meetings, committees, and working groups as required
Essential Criteria
Applicants must be able to demonstrate the following:
One of the following qualification and experience pathways:
A degree or equivalent Level 6 qualification with a minimum of 3 years' relevant experience
ORAn Architect qualification with a minimum of 3 years' relevant post-qualification experience
OREquivalent continuing professional development or experiential learning with at least 5 years' relevant experience
Proven experience of working on large-scale, complex development schemes
Experience of working collaboratively with internal and external stakeholders to resolve complex issues
Ability to analyse and interpret data and manage complex information to support service improvement
Strong interpersonal and influencing skills
Demonstrable leadership capability
Excellent planning and organisational skills, with the ability to manage multiple deadlines and work accurately under pressure
A valid driving licence or access to suitable transport to meet the requirements of the role
