The Role:

The successful candidate will lead, manage and develop the Team in the effective delivery of the Community Development Strategy ensuring the provision of excellent customer focused community development initiatives.

To develop and implement community centred:
* Tenant Involvement Strategy and Action Plan
* Housing For All Good Relations Plans
* Peace Programmes and Initiatives in collaboration with key organisations

To work in partnership with key stakeholders to develop community capacity training packages for tenants/residents to assist in the Association's objective to build sustainable communities.

Key Responsibilities:

  • Ensure effective implementation and delivery of the Association's Community Development Strategy.
  • Co-ordinate the delivery of key objectives of TBUC/Housing For all Programme achieving greater community cohesion in shared housing schemes and surrounding communities.
  • Develop links/partnerships with external statutory, voluntary/ community and political representatives to assist the organisation in the development of sustainable communities.
  • Develop innovative approaches to tenant and community participation in consultation with key stakeholders to increase engagement levels and representation from hard to reach groups.
  • Ensure effective liaison with Area Housing Teams to identify key issues within our housing estates and develop appropriate responses to assist in the resolution of housing management issues eg ASB, Environment.
  • To develop, manage and monitor budget lines and authorise expenditure within delegated limits taking remedial action where necessary to ensure that budgetary targets are achieved.
  • To ensure adherence with procurement procedures and financial controls in accordance with funder/organisational requirements.
  • To develop and review all documentation, policies and procedures in relation to community development service and ensure that they are consistent with the Regulatory/ Statutory requirements.
  • To identify and implement best practice initiatives to support continuous improvement.
  • Co-ordinate the implementation of initiatives that improve access to learning, employability skills to build individual and community capacity.
  • Ensure project monitoring and evaluation is undertaken in compliance with funder/organisational requirements and timely completion of all internal and external reporting requirements.
  • Develop policies and procedures to embed Community Development/Tenant Engagement and Good Relations into core Housing Management services.
  • Lead on the development and implementation of a comprehensive set of performance indicators for project requirements and business objectives.
  • Identify and secure relevant funding to support growth of Community Development/Good relations initiatives.
  • Ensure tenants / residents groups are supported to identify and apply for external funding to enhance tenant participation and involvement.
  • Attain relevant recognised quality marks/accreditation relevant to Tenant Participation/Community Development.
  • To provide effective leadership, motivation and development to the Community Development team to optimise performance and ensure value for money in service delivery. Manage the team in accordance with policies and procedures.


Candidate Requirements:

Qualifications:

  • Level 4 OCN/ONC Community Development qualification (or equivalent)*
  • A Third level qualification, or equivalent, in Community Development is highly desirable.

*Consideration will be given to candidates without the essential qualification but who can demonstrate 5 years experience in the below.

Experience:

  • 3 years' Community Development experience
  • 3 years experience of managing a team
  • 2 years project management experience
  • Demonstrated experience delivering good relations initiatives in community setting.
  • In depth knowledge and understanding of the equality issues and legislation and an awareness of the links between equality, diversity, community cohesion and social inclusion
  • Knowledge of Housing Management policies and procedures and experience with DfC Regulatory returns.
  • The ability to prepare, implement and review business plans
  • Experience of managing budgets.
  • Experience in preparing reports for Senior staff, Committees and Board level.
  • Demonstrate an understanding of risk management.
  • Ability to negotiate, influence & communicate clearly and effectively with a diverse range of people.
  • Proficiency in the use of Microsoft Office applications such as Outlook, Word, Excel and PowerPoint.
