About the Role

VANRATH is urgently seeking a Business Case Development Specialist on behalf of a high-profile public sector client. This is a critical short-term role focused on end-to-end development of high-quality business cases to secure investment and drive strategic decision-making.

The successful candidate will bring deep knowledge of public sector investment frameworks, including the HM Treasury Five Case Model, and will work with internal stakeholders to shape, write, and finalise complex business cases under tight deadlines.

Key Responsibilities

  • Lead the development of Strategic, Economic, Commercial, Financial and Management Cases in line with Green Book and NI-specific guidance (e.g. NIGEAE).

  • Coordinate input from key stakeholders to build robust and evidence-based business cases.

  • Conduct options appraisal, risk assessment, benefits realisation, and cost modelling.

  • Liaise with procurement, finance, project delivery, and senior leadership to gather and validate content.

  • Review existing draft content and rapidly improve clarity, structure, and strategic alignment.

  • Ensure compliance with government investment approval frameworks and best practice.

  • Deliver cases ready for internal governance and submission to DoF or equivalent approval authorities.

Essential Criteria

  • Demonstrable track record of writing full business cases using the Five Case Model within a public sector environment.

  • Strong understanding of Treasury Green Book guidance, NIGEAE, and public investment decision-making processes.

  • Ability to produce high-quality written work under pressure and to tight deadlines.

  • Excellent stakeholder engagement and coordination skills.

  • Background in public sector consulting, policy, economic appraisal, or programme management.

Desirable Criteria

  • APMG Better Business Cases certification.

  • Experience with post-project evaluations or strategic investment panels.

  • Previous experience in sectors such as health, infrastructure, justice, or education.
