Job Description


One of the largest Public Sector organisations in NI are looking for an experienced Senior Category Manager.

The Ideal Person

  • Hold a full membership of CIPS
  • Have five years' experience working in a procurement and/or purchasing and supply environment two of which must be in a senior role in a large public or private organisation.
  • Knowledge of the PCR(2015) and all procurement legislation
  • Knowledge of Procurement Guidance Notes and their application
  • Knowledge of procurement case law
  • Knowledge of Category Management and its benefits
  • Demonstrable knowledge of e- Tenders NI
  • Knowledge of Information Management


Responsibilities

  • Contributing to and supporting the delivery of Corporate objectives in relation to procurement; playing a major role in developing and implementing the Corporate Procurement Strategy, Procedures and Procurement Plan
  • Developing Procurement Strategies and Policies within an organisational Procurement Category and leading in the implementation of same
  • Developing and implementing category management strategies and associated procedures and documentation in line with best practice
  • Proactively contributing to Business Planning forums, such as (but not limited to) the Operations & Estates Directorate Performance and Planning Group.
  • Managing a Procurement category function(s); to include planning and allocation of work to staff, providing leadership in the development of policies and plans, in line with the strategic and corporate planning objectives
  • Managing and supporting the implementation of Procurement Strategies by the production and delivery of comprehensive Action Plans, translating corporate and strategic objectives into realistic, achievable and time- bounded goals
