VANRATH are recruiting for a Mechanical & Electrical Manager to work on Social Housing Maintenance projects, based in Belfast, Northern Ireland.

Overview of Role:
Assist the Planned Maintenance Manager to deliver a programme of mechanical and electrical upgrades and replacements.

Main Responsibilities:

Mechanical and Electrical

  • To deliver an efficient mechanical and electrical maintenance / project works service in accordance with policies, procedures and budgets
  • Ensure mechanical and electrical installations are replaced and upgraded to a high standard to meet the needs of tenants and staff
  • To collaborate with the Sustainability & Energy Team to plan and deliver projects to reduce the Organizations carbon emissions and work towards Net Zero targets
  • To maintain the asset database in relation to mechanical and electrical systems and to improve the accuracy of data held
  • To carry out full appraisals of any problematic installations and make recommendations on actions
  • Provide detailed advice on mechanical and electrical installations and to assess and interpret plans, schematics and specifications
  • Provide the Planned Maintenance Manager with regular performance updates regarding delivery of the planned mechanical and electrical maintenance projects
  • Provide professional services and advice to internal stakeholders within the organisation
  • Ensure that mechanical & electrical work is completed to a high standard
  • Ensure compliance with statutory requirements, Building Regulations, codes of practices, British Standards and Legislation in all Property related issues.



Project Management

  • Working with the Planned Maintenance Manager to produce planned programmes of work to ensure delivery of the Organisations Asset Management Strategy
  • Implement strong project management procedures to ensure all projects are delivered on time and within budget
  • Manage external contractors and consultants
  • Provide regular and effective progress updates to Management
  • Successfully manage project teams to achieve required objectives



External Consultants & Contractors

  • Manage the external Consultants providing Project Management, Design, Surveying, Cost Management and H&S services, ensuring value for money
  • Report, monitor and feedback the performance of all contractors to ensure performance targets are achieved
  • Ensure that contractors adhere to Health & Safety Policies, Risk Assessments, Method Statements and legislation
  • Administer NEC 3 and NEC4 construction projects in accordance with the contract procedures from inception through to completion



Communication

  • Develop a continuous improving customer focused service
  • Liaise with external agencies e.g. Fire Authority, R&I Unit, Joint Managing Partners, Health and Safety Executive, Building Control, Environmental Health, other housing providers, etc.
  • Cooperate with the other managers in the Asset Services Directorate, in the management of property services, maintenance, utilities, grounds maintenance and other estate services in identifying projects which are procured and delivered through planned projects
  • Liaise with tenant groups to promote knowledge of the service, planned works and facilitate greater information and choice.



Personnel Management

  • To provide line management support to the Building Surveyor / Mechanical & Electrical Project Officer.



Procurement

  • Prepare cost plans, estimates and schedules of works for tender
  • Procure projects to ensure transparency and value for money and resources utilising approved forms of contract including NEC3 and NEC4 forms of contract
  • Prepare tender packages (including all PQQ & ITT documentation) for mechanical and electrical projects
  • Carry out comprehensive PQQ & ITT assessments in accordance with the associations policies and procedures
  • Collaborate with the Procurement team in all tender exercises
  • Promote social value when tendering works and in line with regulatory requirements.



Financial

  • Prepare cost estimates for planned mechanical and electrical works
  • Liaise with the Finance department to ensure accurate and timely budget management, contract variations and payment of certified invoices
  • Adopt a proactive, IT based approach to budget control and to provide regular updates to Planned Maintenance Manager.



The Ideal Person:

  • Electrical or Mechanical Engineering degree
  • At least 3 years' experience managing or delivering mechanical and/or electrical, contract management, professional services or facilities management service
  • Experience in delivering significant programmes of maintenance (at least £1M) and managing them to quality, time and budget
  • Proficient in the use of CAD
  • Technical knowledge and experience of mechanical and electrical installations in both a domestic and commercial environment
  • Experience of Project Management
  • Experience in delivering VFM in Planned projects or similar
  • Demonstrable experience delivering to budget
  • Excellent IT skills
