VANRATH are recruiting a Estates Contracts Officer to be responsible for ensuring that the company achieves its corporate aim of managing the diverse contractual relationships with companies and service providers to provide the maximum benefit to the Trust in terms of quality of service and value for money. They will have devolved professional responsibility for innovative procurement and management of service contracts for all Estates Plant Equipment and Medical Equipment.

Remuneration:
c£32,306, alongside holiday entitlement.

Responsibilities

  • To provide effective and efficient estate procurement and contract management services in support of the Client's delivery plans and objectives.
  • Represent the company on Regional PaLS EU Tender processes including providing expert advice, equipment and financial information and fully participating in Tender meetings and Contract Adjudication Groups as required.
  • Undertake Local Tenders, following the Public Contracts Regulations 2015 and the Company's Standing Financial Instructions. This includes the preparation of Tender documents; advertising of Tenders on the Trust's approved electronic procurement website, evaluation and awarding of Contracts.
  • Monitor live Tender processes and respond to Supplier Tender queries in a timely manner.
  • Adhere at all times to the designated timescales applicable to the Tender process. This includes the timely evaluation and awarding of all Tender processes
  • Responsibility for overseeing Contract Review Meetings and liaising between Estates Staff and Contractors regarding any performance or financial issues.
  • Responsibility for the financial monitoring of and approval of invoices for Service and Maintenance Contracts ensuring Contract Expenditure is within financial limits.
  • Assist with the production of a number of key performance indicators / benchmarks for procurement and the management of plant and medical equipment arrangements, and to provide regular information and reports on the Trust's progress against these indicators to promote continuously improving quality of service.


The Ideal Person

  • Demonstrable working knowledge and experience in the preparation of Tender documents for the procurement, evaluation, award and performance management of Contracts.
  • Be familiar with all aspects of Contracting, in particular the Public Contracts Regulations.
  • Good working knowledge and experience in the operation of an eTendering System.
  • Good working knowledge and experience in the use of, Microsoft Word, Excel and Powerpoint (or equivalent programs) and the ability to produce reports.

AND

  • Evidence of continuing professional development.
  • University Degree or a recognised equivalent professional qualification in a Business, ICT, Building or Engineering related subject or relevant Professional Qualification such as membership of CIPS or CILT AND 2 years' relevant post qualification experience in a role which required significant understanding and knowledge of contracts/performance management

OR

  • HND/HNC or a recognised equivalent professional qualification in a relevant Business, ICT, Building or Engineering related subject AND 3 years' relevant post qualification experience (*)at a Band 4 level (Procurement Officer) or equivalent/above in a role which required significant understanding and knowledge of contracts/performance management

OR

  • 5 years' experience at Band 4 level (Procurement Officer) or equivalent/above in a role which required significant understanding and knowledge of contracts/performance management
