Candidate profile Qualifications:

  • Minimum of HNC/HND or equivalent in a relevant subject (MCIPS beneficial)

Experience:

  • Minimum of three years' relevant experience in a large and complex organisation.
  • Practical experience and sound working knowledge of the Utilities Contracts Regulations 2016 or the Public Contracts Regulations 2015.
  • Experience of developing and successfully implementing procurement policies and procedures.
  • Experience of developing and successfully implementing quality and business improvement tools and techniques.
  • Experience in leading change successfully and encouraging continuous improvement.
  • Experience in delivering training to a variety of disciplines.
  • Experience of managing risk to achieve a successful outcome.

Skills:

  • Sound analytical skills with the ability to immediately and successfully identify and address problems.
  • Ability to interpret legislation, policy and guidance and adapt it for any target audience.
  • Excellent report writing skills with well-constructed and fluid use of English.
  • Ability to analyse and interpret large volumes data for statistical analysis
  • and reporting.
  • Ability to lead projects.
  • Ability to establish and manage projects within tight timelines.
  • Ability to problem solve within challenging deadlines


Description of the role
Reporting to the Head of Group Procurement, the post holder will lead on the organisation's strategic approach to compliance with all relevant UK legislation and NI public procurement policy. In doing so, taking account of best practice in procurement management, the post holder will provide dedicated professional expertise in strategic direction, policy development and compliance with key governance requirements.

  • Lead the introduction and implementation of the new UK procurement rules.
  • Monitor progress of the associated Procurement Bill and report to the Head of Group Procurement and the Executive Committee.
  • Develop, implement and maintain all associated guidance, policies and protocols.
  • Develop and implement protocols for compliance with evolving NI Procurement Policy and ensure that an appropriate framework is in place for compliance with Environmental, Social and Governance (ESG) Regulations.
  • Manage and develop relevant elements of the Group's corporate governance framework and provide key support in corporate risk avoidance and assurance.
  • Manage the analysis and provision of data in respect of all internal and external audits and requirements for statistical information by relevant NI Government Departments.
  • Enhance competency and technical ability in procurement by arranging and facilitating user training.
  • Develop content of all training material in respect of same.
  • Develop functional performance indicators for the Procurement Department.
  • Measure performance and report on same to Finance senior leadership team.
  • Manage and maintain all internal and external information sources pertaining to the Procurement Department.
