BAND 7- ICT Project Manager

VANRATH are delighted to be supporting this client, with recruitment, for an exciting opportunity. They are a HSCNI organisation, the team with responsibility for monitoring and inspecting the availability and quality of health and social care services in Northern Ireland, and encouraging improvements in the quality of those services. You will be joining at a time some extremely important change and the main focus is a software update of their corporate information system.

Remuneration

BAND 7 HSCNI payscale, plus pension, holiday pay and discount benefits.

Responsibilities

  • Develop and draft sound business case(s) in support of strategic ICT investments in line with regional and internal guidance, initially the business case for update of software update for corporate information system.
  • Manage ICT projects using PRINCE2 or other recognised Project Management Methodology, ensuring that outputs are delivered on time, to standard and within budget to ensure the approval of the business cases, to secure funding and to implement new systems or software updates for corporate information system.
  • Provide updates in relation to any assigned projects to the Information Manager and Acting Head of the Business Support Unit.
  • Liaise with third party suppliers, as necessary.
  • Ensure implementation is in accordance with relevant ICT policies and procedures and ensure consistency with national and regional guidance.
  • Develop, quality assure and test business continuity, disaster recovery and contingency plans to ensure continuity of service in the event of project(s) failure.
  • Co-ordinate the delivery of training in relation to implementation of projects.
  • Lead on the delivery of identified ICT technical project(s), taking cognisance of the technical components of wider ICT-enabled change initiatives.
  • Identify, develop and set in place appropriate change management mechanisms to ensure successful project delivery.
  • Identify and agree the benefits to be delivered by project(s) and set in place appropriate benefits realisation mechanisms.
  • Ensure any specification, procurement and implementation of ICT systems, infrastructure and services is in accordance with regional and internal policies, ensuring value for money.
  • Ensure adherence to systems of governance and risk management for any identified project(s). Ensure compliance with all relevant legislation, standards, policies and codes of practice.

Candidate

  • Hold a relevant project management qualification such as Prince2 or equivalent
  • A minimum of 3 years' experience in an ICT project management role
  • Management of successful ICT projects using a recognised method from initiation to benefits realisation (e.g. Prince 2)
  • Writing approved ICT business cases.
  • Ability to research, collate, interpret and analyse complex information to develop business cases to support an ICT implementation or change project from initial concept through to development and implementation
  • Knowledge and understanding of public sector procurement rules
  • Knowledge and understanding of ICT infrastructure and systems design
  • Knowledge of MS Dynamics 365 architecture
  • Knowledge and understanding of ICT implementations in health and social care
